A: This isn't as big a deal as many think. As there is already a large gun culture and legal/illegal gun trade/smithing in the Philipines that has been there since the US colonial period.


B: It should also be mentioned the crime and revolutionary groups in Philippines are pretty much akin to that you would see in Brazil, or Mexico. In that there are well armed criminal gangs that are unequally horrific monsters that will do some of the worst things humans can do to others. This is in addition to the various communist and Islamic revolutionary fronts they deal with. Both groups do arms dealing too. And like Brazil and Mexico in order to help combat these issues there are town and citizen militia leagues.

Like for shits sake ISIS occupied a few towns and villages and were driven out by the Filipino army with the US in an advisory role

He probably hopes the civilians will either deal with it themselves before it gets too bad, or soak up the casualties until the military can mop up what's left of the jihadists instead of having to go in alone with full force like in Malawi.

MANILA: Critics of Philippine President Rodrigo Duterte’s methods in his war on drugs now include the Alliance of Concerned Teachers (ACT), which on Thursday rejected a proposal to subject pupils as young as 10 to mandatory drug testing.

“We should not permit this to happen. Schools are no playground for 'tokhang,' said Raymond Basilio, ACT Philippines Secretary-General.

“Tokhang” means to knock and plead, and it has been associated with Duterte’s allegedly “bloody drug war,” where policemen knock at the homes of known drug personalities and persuade them to surrender and stop their illegal activities.

Basilio made the statement after Philippine Drug Enforcement Agency (PDEA) Director General Aaron Aquino said it would push for drug tests in schools. This will cover teachers and pupils from Grade 4 upward.

Aquino, however, said that the plan was still at “the study level,” adding that it also had to coordinate with the Department of Education (DepEd) and other government agencies.

The PDEA chief came out with the proposal following the recent arrest of a 10-year-old Grade 4 pupil allegedly using drugs, and of three teachers for committing drug-related offenses.

PDEA’s proposal was met with criticisms from different groups.

In an email sent by ACT to Arab News, Basilio said that drug-testing would sow terror in schools, disturb the students and destroy the sanctity of schools as safe places for learning. Mandatory drug testing was also a violation of the rights of children and teachers, he said.

According to Basilio the government’s line of thinking is “very dangerous,” as apart from the drug test of nine- or ten-year-olds, a bill to decrease the age of criminal liability to the same level is pending in Congress.

“The state, which has the responsibility to protect our youth, apparently wants to make criminals out of them,” said Basilio. He said that the PDEA chief’s proposal was also an insult to teachers.

“This government should disabuse itself of its belief that we are a nation of drug addicts. What we are is a nation deep in economic crisis. It is where they should focus,” Basilio said.

Basilio said that the government will be wasting people’s money to test 20 million pupils and 700,000 teachers for drug use. “It should be dedicated instead to uplifting the quality of education and upgrading teachers’ salaries,” Basilio said.

Dr. Leticia Penano-Ho, a clinical psychologist and former dean of the University of the Philippines College of Education, also opposed the idea, saying it would be traumatic for children subjected to drug testing at a young age.

Instead of suggesting drug tests for pupils, Penano-Ho told Arab News that the government should instead strengthen awareness and prevention in schools.

“They can do it in other ways instead of drug testing, which could be very traumatic for a child, aside from being unconstitutional. For employment purposes it’s OK but not for elementary pupils. Maybe for high school students, they can do it,” said Penano-Ho, former director of the ASEAN Training Center for Preventive Drug Education.

“There are ways by which teachers can identify (those using drugs). That’s why what PDEA should do with DDB really, is intensify drug awareness and drug prevention programs,” Penano-Ho said.

“They will be fearful, they will be suspicious. They don’t understand it, and they will not understand. How old is grade 4, 8 or 9? It’s going to be traumatic.”

She said that it could also affect children’s self-esteem because at an early age they were being suspected of committing a crime.

What the government could do, Penano-Ho said, is help teachers to develop more skills in being aware of what the indicators of drug use were.

“So what we should do is do drug prevention in elementary schools instead of doing drug testing.”

“This government, they’re doing so much on the killing of the addicts. They’re not doing anything to prevent the young ones from becoming addicts. It’s what they should be doing,” Penano-Ho said.

The Philippine strongman continued in a similar vein, remarking: "That son of a bitch is stupid if that's the case."

"That was your mother and father's deed," Duterte extrapolated to the audience, adding, "you weren't born yet, but now you have original sin. What kind of religion is that? I can't accept it," cited by Philippineslifestyle.com.

Duterte nonetheless asserted his belief in a "universal mind."

"I believe there is a universal mind. But [to] what extent is the influence of the — I cannot picture him as a human being […] But I really believe, I have this faith and abiding thing about — but don't believe in religion," he stated.

Some two years ago, during his first presidential campaign, Duterte infuriated the enormous Catholic population in the country by cursing Pope Francis for the latter's contributing to increased vehicular traffic in the country's capital of Manila during a state visit.

Duterte made similar comments earlier this month during a meeting with the Filipino community in South Korea.

"If that's the Catholic God, that's a lie. Seek God right," Duterte said during the June 3 meeting.

A week after Duterte made those remarks, the Catholic Archbishop of Lingayen-Dagupan, Socrates Villegas, released a statement criticizing the cursing of God.

Duterte's provocative comments about God come in the wake of the recent killing of three Catholic clergymen in the Philippines.

The Philippines is considered to be the only dominantly-Christian nation in Asia, with over 86 percent of the population — some 76 million people — avowing Roman Catholicism.

TAIPEI (Taiwan News) – President of the Philippines, Rodrigo Duterte, recently learned of the Taiwanese citizen in Hualien, who used the president’s image in an election campaign poster to emphasize an anti-drug platform.

After seeing the pictures and learning about the campaign poster of Chen Renzhi (陳仁治), Duterte reportedly had a good laugh, according to his aide Christopher Bong Go, who shared the news with Duterte.

Bong Go said that he spoke with the president and they shared a good laugh after reading the news, and seeing the photos taken and posted on social media last week by a Filipina worker living in Taiwan.

The spokesman said that this proves that people are taking notice of Duterte’s message, and that it also shows the president is respected for taking his anti-drug policy seriously.

After cursing the pope, the European Union and the United Nations, the Philippines’ controversial president, Rodrigo Duterte, has now lashed out at “stupid” God, sparking outrage in his majority Catholic nation.

Mr Duterte provoked the latest furore when he questioned the Biblical story of creation in a televised speech, asking why God had created Adam and Eve only to allow them to cave in to temptation.


“Who is this stupid God?” said the 73-year-old president in his usual blunt style. “How can you rationalise a God? Do you believe?” he asked viewers in Asia’s largest Catholic country.

The reaction to the presidential rant from leading bishops and senators was swift and damning.

The president was a “madman,” charged Bishop Arturo Bastes, urging his flock to pray for an end to Mr Duterte’s “blasphemous utterances and dictatorial tendencies,” reported the AP.

The president’s “tirade against God and the Bible reveals again that he is a psychological freak, a psychopath, an abnormal mind who should not have been elected as president of our civilised and Christian nation,” he added.

Antonio Trillanes, an opposition senator, described Mr Duterte as “one evil man”, retorting that his comments were “very much consistent with the deceitfulness, heartlessness and ruthlessness of his policies.”

The Duterte administration on Monday remained defiant in the face of escalating criticism, attempting to turn the tables on the Catholic Church by demanding it deal with the wrongdoings of priests.

“I think the declaration of the president stemmed from his bad experience when still young. He was allegedly abused by a priest,” presidential spokesman Harry Roque told GMA News. “This is an issue that the Church should face and perhaps it just happened that the president is one of the victims.”

He added: "The Church cannot forget this. It should admit and ask forgiveness so that all the victims, including President Duterte, can also move on with their lives.”

Salvador Panelo, the chief presidential legal counsel, claimed the president did not insult God but was just questioning Christianity's theory of creation. He insisted that Mr Duterte had the right to express his views on religion, reported the Philippine Star.

"He didn’t call God stupid. What he said was the theory of creation as expounded by the writers of the Bible is a stupid proposition,” he said in a statement.

But the spat comes amid increasing tension between President Duterte and leaders of the Catholic Church who have criticised his brutal war on drugs.

The murder of three priests since December has also given rise to fears that members of the clergy have been deliberately targeted for their stance on human rights.

The church and political leaders have condemned the “culture of impunity” that has flourished during the country’s war on drugs, and which they suspect may have paved the way for the killings.

"We should be alarmed," Father Jerome Secillano, a spokesman of the Catholic Bishops' Conference of the Philippines (CBCP), said in an interview with Al Jazeera in early June.

"Killing is a form of violence. We do not want violence to permeate in our society. We want a violence-free society. We want our citizens to be freely roaming around, with a sense of security and safety."

Hualien is pretty nice. I can't imagine there's much in the way of large scale drug use there, unless you count betel nut or tobacco/alcohol as drugs.

Oh man I didn't even know we had a Duterte thread, this guy is wack we have so many stories of him from back when he was just a mayor. When I was a kid my gradeschool teacher told us he kicked a drug lord out of a helicopter like something out of Scarface. Then he blew away a DOJ employee with an Uzi who was investigating him apparently.
