Depending how strict the time limits are and how well they adhered to them, he might actually have a suit that isn't a lolsuit, although it isn't the six figure jackpot he's thinking. He should definitely talk to a lawyer, maybe he could find one at a mental health/elder advocate group. It might be worthless, but even if it's nuisance value, it would be worth weed money. And if it's even worth a few bucks, most civil rights statutes have fee shifting provisions so the lawyer gets paid if they win, regardless of the value of the suit. So this kind of suit is often pretty easy to get a lawyer for if it has any merit at all.
Any time you get locked up by the state you should at least contemplate your legal options.
The Arizona Tort Claims Act requires filing notice of such a claim within 180 days, though, much shorter than the statute of limitations for the underlying torts, so he'd best get on that as soon as possible.
