It makes me laugh at how he just wants to be viewed as important and a respected member of the community. But everyone just views him as the town idiot.

It's why he reminds me so much of Shaner. His sheer stupidity and ineffectualness is a hilarious contrast to his ridiculously inflated view of his own importance and it's fun watching him collide with reality. I gather from the fact he knows enough to scuttle away from people who actually have authority that he's been chased off before. No way did he figure that out himself without getting his wee wee smacked at least once, and probably several times.
