He's such a relentless attention whore that it was decided it'd be funny to cut him off. This had pretty hilarious results early on but is increasingly just a tradition. He still desperately jumps on it any time he appears in some other thread, so he's still mad about it.

He's genuinely scared of Torren, Torren's quite verbally abusive to Phil when he's drunk and Phil has a hard time dealing with people when they are sober so he just let's him do what he wants without complaint.
