Chris Avellone mentioned they structured the main plot of New Vegas in such a way so that it was reminiscient of Fallout 1. In that with Fallout 1 you don't have to follow the direction you're given at the start. You could just go straight to the Military base and blow it up, and then to the Master's citadel. With New Vegas they made it so that it was possible to go straight from Goodsprings to New Vegas, but they planted a lot of Cazadores and Deathclaws in the way.I remember a playthrough I did of New Vegas once where I tried heading straight to the Strip after getting all my tutorial shit in. I was attacked by cazadors, sought shelter in this little shack, and hadn't saved prior to that so my only autosave was me entering the shack and dying of cazador poison.
Nothing's more satisfying than blowing them away with the Anti-Materiel Rifle.
But there are speedrunners that have found ways to avoid them and get to New Vegas within 10 minutes of loading the game. So it is vaguely possible if you have enough patience.
