Well, I suppose if you look at it from a detached cost/benefit analysis, unless they get the cops called on them or something they don't really have much to lose. Yes, they're making fools of themselves in public... in front of a bunch of strangers who don't know who they are and will probably never see them again. In return they'll probably get some attention on the internet from other dorks like themselves, which they will briefly bask in. They're getting something worthless, but it's not like it cost them anything of importance either.

Don't get me wrong, it's still stupid as hell and they shouldn't do it because they're no doubt annoying other people, but on the whole it's not like they're really hurting themselves or others. They're just acting like idiots for fun, which is something large swathes of the population do on any given weekend anyway. (And hell, between some spergs doing a bit of one-shot shouting and fucking around in front of one building, and the assholes that go out to restaurant bars regularly and make nuisances of themselves by getting loud, disorderly, and entitled, I know which one I'd pick to kick off the planet.)
