1000?! I work with kids who are far more disabled (and still have jobs btw) that only get 600 or less from the government! How can he honestly complain on not being able to afford housing?
The kids are taught to use a budget, (tugboat and work funds), & they have to pay rent (200 a month) and then work from there. Their meals have to be less than 6 dollars to stay on budget. AND they might have family "caretakers" that steal part of their tugboat (usually on their abled kids or themselves) and we can't do anything about it. (This would make their meal budget even smaller, or they would have to go without when something rips). This grinds my gears that he complains.
Maybe, if he lived somewhere cheaper, or I don't know not spend everything on bondage gear, and tattoos he would be able to afford housing. He's not oppressed he's just a twerp who can't budget.

For 90 meals- 4.77 a meal
For 60 meals- 7.13 a meal
However, if there is a communal kitchen/you would shop at a grocery store, you could make every meal for less than that and would have some pocket money. (For example just spend 3 dollars on a burger, drink, and fries at various dollar meals. If this is done, you will have 158 dollars extra-for the 90 meal plan)

Most of the kids use their actual job money for the knickknacks they want.

I don't really know much about ADF's eating habits so I can't actually go further with the budget. But... If you are willing and dedicated, you can live indipendant on 1000 dollars.

I would suggest, if I had to work with Phil, and knew of his antics and paranoia, to go without the phone... I mean it has a GPS in it? How does he rationalize that? (Unless he isn't actually a crazy homeless man dressed in bondage). He could if he needs Internet go to the library.

BUT...
If he NEEDS, this 200$ plan of extra expenses and doesn't want to get a job, he loses his chance for pocket money and HAS to go for 2 meals a day.
Those meals would be 3.80 each. That means the end of tatoos & paying for his BDSM stuff.
