Considering this is happening in America I'm pretty sure there will be some sort of American agency (F.B.I. maybe?) on this. Assuming Phil's McCain stunt actually got him an a watch list, and I mean an actual to keep-an-eye-on watch list, if Phil is anywhere in the area where to Pope will be there will be agents there to tackle his ass if he so much as accidentally does anything suspect.

I doubt he's on an honest to god "keep-an-eye-on" watch list. He may have gotten himself flagged, but if they've looked into him for any amount of time they know that he's basically harmless, apart from the smell or if you're his mother. It's not like there's going to be agents staffed around the clock on the lookout for him. Even if there were, this Pope seems to eschew security and prefers to get down and dirty with the down and dirty. ADF is one of those that the Pope would embrace.
