He's not really passing as a woman, sad to say. Even Mr. Garrison did a better job than Chris. Unless of course, Chris is going for the "haggard female bus driver/ greasy, dirty lunch lady" look. Seriously. None of the lunch ladies at school were attractive and a lot looked like Chris now. And they were in their 50s-60s.

Actually, Psycho jokes aside, I've wondered if he is emulating Barb. Maybe its some sort of subconscious, Oedipus sort of thing and he's not even aware of it. Chris is pretty thick after all. Maybe its because she's the only female role model he has in his life, and I use all of those terms loosely there, so its just easier for him to emulate her. Maybe its one of those things where dogs start to look like their owners after a few years. Hell, it could just be because they are both buying the same shitty clothes from Good Will and garage sales. Who knows, but he definitely does look like Barb. And that's not a flattering complement for either of them.

I think it's a combination of her being the only woman he really knows and his general social cluelessness. He knows that women have long hair, wear makeup and wear women's clothes, but beyond that he has no idea of what looking feminine entails. He's like a child playing dress-up.
