FYI twitter allows you to add people to private lists that won't ping them with a notification when you do it. The fact he did it with a public list shows he wanted to be seen and start a fight.
As a non-American looking in, I don't believe ACAB since policing obviously varies country-to-country, and in the case of the US, state-to-state.
