If you pay attention to the wording, the threat is even more milquetoast than "we'll leave Texas".
It's literally, "we'll expand outside of Texas".
They aren't moving out no matter their social posturing. Which means their HQ would still be in Texas. They'd still be paying Texas taxes, and they would still be under Texan jurisdiction. The place is already a hub for IT and games development, leaving for a stupid PR stunt would not sit well with their corporate overlords. Remember, kids: Gearbox is a subsidiary, they still have to answer to THQ Nordic.
