That seems to be the context of the "Deutschland" music video by Rammstein. Note that the dogs in the end are Leonbergers, a German dog breed that were near extinction after WWI when only 5 dogs survived, and it happened again after WWII when only 8 dogs survived.
A nice interpretation is that the story of the video is in the dogs, and this is proven in that the band themselves are shown at the end of the music video crawling on all fours like dogs as Germania soars above them. Throughout the video we can see Germans represented in different ways. Germany starts out as a wolf, then becomes a German Shepherd and finally a near extinct Leonberger. When viewed this way, there is a heavy undertone of Germans going extinct, and this is given more credibility by the "future" scenes where the explorers are researching Germany as if it were an ancient relic.
Another way to view it is that he sings about loving his country but that it fucks up a lot so it's hard loving it, besides it covers pretty much all major conflicts that took place in Germany - the black plague, the protestant reformation, the world wars, the Berlin wall.
Also, it might be a bit of a jab from them to portrait Germania as a black chick, but when we consider that the German flag is black, red and yellow, "Deutschland" is portrayed by a black woman covered in yellow armor/clothing and red lasers around her.
Pretty insightful when you think about it. What this all means is - Germans, stop wrecking Europe with your drama!
