Help with Ratings -

It may be because I'm retarded, but certain ratings (i.e. sempir fidelis, dumb, deviant, DRINK etc.) are not appearing for me to award them. Is the power award them only given to special people, or is there a specific way to do so? I've had this question for a while , but been to quiet to ask.
