At this stage Chris and Barb both have shown such a disregard for the public that I'm honestly not concerned about their welfare when it comes to driving. Chris's license should be revoked because he has proven himself an irresponsible danger to others several times now. A scratched car is one thing, but he's hit another car before, and hit a person out of panic.
I realize that this means that Chris would be cooped up with Barb, and that he'd not be able to go get food and other necessities. To be perfectly honest, I really don't care. My well-being has a boundary, and that boundary is the well-being of the public. If Chris thinks he can deface public property merely because he's in a bad mood (second time this has happened, IIRC), and then thumb his nose at those who tell him he's in the wrong, fine: seal them in their house. They don't want to honor the social contract? Cut 'em off from society. They need food? Let 'em order pizzas. They need medication? Go crawling back to Rocky in order to set up a carpool or delivery service. They need toiletries? No, evidently not. If the choice lay between Chris suffering emotionally for the rest of his life, or the risk of some innocent, maybe even a child, being crippled or killed because of his stupidity, irresponsibility, and negligence, I'd easily choose the former.
Abso-fuckin-lutely. If Chris finds being able to drive and being able to go shopping for his mother to be so valuable to his life, then why is he treating those abilities with such contempt by abusing them? If being able to enter Walmart freely is so important to him, then why does he disrespect the hospitality that Walmart offers him as a customer? Chris really seems to be doing his best to alienate himself from society. I can't really say anymore that Chris is going to stay out of jail. He has to maintain good behavior for a year or two? I don't think physical things are the only things that keep Chris in line. He's very afraid of Barb, for example. And I don't think it's likely that Chris is going to realize he doesn't have to listen to her. He disobeyed her once and that scared the hell out of him. He's also afraid of going to jail. The question we need to ask about his jail fears is how aware is Chris of which things might send him to jail. The only way the courts will keep him from driving is by removing every vehicle from 14BLC, and that could be legally difficult because I believe they are actually the property of his mother. Or incarcerating him. Ultimately he won't respect any restrictions that do not physically prevent him from doing as he pleases.
There's a dangerous time coming as Barb becomes more and more decrepit and loses whatever limited control she still has over her son. At some point Chris is going to find he doesn't have to obey his mother, and that is when he will become really dangerous. Not intentionally dangerous like a serial killer, but unintentionally dangerous like a drunk driver. Which is the most common scenario for him really fucking up.
Chris already has a slight taste for alcohol, and once Barb can't stop him he will develop that further. Much further. I don't know if he's currently going out to bars (probably not), but once Barb is fully immobile he will resume going out drinking in his eternalsearch for a mawmaw replacement that will fuck himlovequest. And Chris is not the sort who would think to call a cab to take him home. It's quite likely he will be busted for DUI (repeatedly) or worse run someone over. That is the most likely way for Chris to seriously fuck up in a way that the courts cannot ignore.

It will start with a small act of rebellion. And when Chris doesn't get any small punishment for that he'll try a slightly less small act of rebellion. Rinse. But that will only keep him from doing things that he believes will get him sent to jail. And we've seen that the set of things that Chris believes will get him sent to jail is much, much smaller than the set of things that actually will get him sent to jail. And Chris might also simply believe he won't get caught (the attention from the trolls is probably a good thing there if he thinks there are unseen eyes always watching him). And he probably won't be caught at first, which will only embolden him.He's also afraid of going to jail.
Barb won't be able to stop him forever. And alcohol and Chris are NOT a good combination. He has poor enough impulse control as it is. Now add in a blood alcohol of .10 or so and things will get messy.And yeah, Chris goes to bars, but just not very often. Or, actually, probably not nowadays because Barb isn't letting him go.
