Either use a V-slicer (if you want to be 'spensive about it'), something specifically designed for the purpose (I think there was one around) or just do it with a good knife and a little patience.
Oh fuck yeah, guy. You bet I'd spend around $40 for a plastic machine that will make perfect julienne anything. I'm gonna buy one right now, and it'll pay itself off in a week.

My mother bought a V-slicer back when it was a new-ish thing. Be careful not to fall into the trap she did, of using it for almost everything and thus inundating the household in salad for a year.
...although to be honest, it did work.
