Why wouldn't they just say that nobody by that name is in their records and to stop calling? By redirecting and acting like he does exist they are just making this "Mass pranking" go on longer. It seems pretty odd to me that they would waste more of their own time by doing what they did.

They probably didn't look into enough to confirm that he didn't exist, just that he didn't live in their city.

I actually got my answer on stream. Apparently the Jace dox had an address that had someone who use to live at it named Jace Connors and Jan thinks the police saw that the guy online looked nothing like the old resident so they didn't care much. The reason why Jan choose the named Jace was because of that Dox.
