Its actually my fault, I told him "off topic" when he asked where to put it and forgot there are two locations with that label. I just didn't want the mods to get salty over it being in the wrong location.

While we were gabbing in chat about it he told me its a remixed midi of Never Gonna Give You Up. I still dig the tune anyway.

I also told him it reminded me of the theme song from Laser Squad. There's a specifically one riff that's very close. I got curious and checked on the dates. Never Gonna Give You Up came out in 1987 and Laser Squad came out in 1988, so this one might not actually be all in my head. A music buff can probably tell me if I'm just hallucinating on this one or not though.
