It depends on how you define "Worst". Chris is easily one of the most pathetic people ever but worst is a very broad concept. To me, since Chris isn't actively harming anyone I can't consider him one of the "worst" people even if we remove like neo-nazis and serial killers. Theres still people smarter than Chris who are in positions to actively harm people and do so regularly. Chris isn't in a position to harm many people when hes not behind the wheel of a car except himself. And even if he was most of the damage he'd do would be accidental.

I've been a lowlife at points in my life, spent some time in county and even a very short stint in prison, and have done some very regrettable things. So am I excluded?

He's not inherently bad. He's just a fuck-up that manages to be under a very close eye of scrutiny.

There are people way more fucked up than Chris who live productive and seemingly normal lives. Chris isn't especially cruel when compared to the broad spectrum of people you might right into on the street. The thing is he's functioning on very base wants. Some people are dicks and claim that they're just using an amount of honesty most people don't like to hear and could probably break it down in a way you could relate with if they felt like it. Chris will just... wants. He doesn't have the ability to even guess why he wants certain things beyond their most basic level. His refusal or inability to assess why he wants something means he can't even determine why something he wants is wrong, he can only guess it's wrong purely on reaction.

If any of us told friends that we mostly wanted a spouse so they could support us while we do fuck-all they would look at us like we're terrible. Most of us would think or even ask "Gosh, why is that bad?" and reexamine it. Many of us grew up and figured out how to operate socially and develop a moral compass based on that method. We see something that bugs us or bugs other people and we try to figure out why, adjust, grow, whatever. After a certain age Chris started to run into more relatively complex situations that needed way more introspection than he'd usually use. So eventually his thought process only got as far as "When I say this it makes them upset. I guess I have to reword it or pretend I changed my mind so we can move on" and to even get that far he needs to encounter that SAME issue again and again.

So nah, not even close to the worst on a busy city street. Just lazy mixed with stupid and then dipped in untreated autism.

Chris, despite all of his vices, is harmless. He's just a grown man with a child-like simplicity to his actions. Even if he were actively malicious, he couldn't possibly hurt anyone due to his impotent strength and intellect. There would be many more people even more pathetic than him that we'll never hear about, it's just by sheer luck that Chris got shoved into the spotlight.

Once you remove the vague categories in the OP, "worst" becomes a meaningless term. If we're talking "fairly ordinary people," Chris isn't deliberately violent, the hatred he spews is purely selfish and he's pretty stupid and ineffectual all round. Sure, he has a full house when it comes to loser qualities, but I'm sure he's not alone in that. He's just the most notorious.
