I try clicking on it and it says I don't have the permissions for it. Not sure if this is a bug or not

Yeah, I'm having the same problems
(Chrome 60.0.3112.90 / Windows 7)
(ninja'd edit: I see the "chat" button up there to the right of the forum button.)

There's a number of posts you have to make before chat is available, so you both need to post more.
