Manga is way better and more coherent. The dub is pretty bad, though the sub is honestly mediocre. Opening is beautiful beyond words but the show as a whole is nothing but big titty soap opera bullshit. If you enjoy that stuff, you'll like this. Otherwise it's mostly just ehh.

This image here pretty much summarizes my sentiments towards the entire anime. If it's something that you're really curious about, watch the first 3 episodes. Who knows, you'll either enjoy it, disregard it as try-hard weeb shit, or overall be "Meh, I've had better dog food".

If we're talking just the anime, definitely no. To break it down in a manner which people really ought to do when looking at anime :

1) Music => Outside the main theme and variations of it, the music isn't noteworthy.

2) Animation => Is only decent in gory scenes (and no I don't say that as some kind of fan of gore but just strictly speaking in terms of animation, i.e. things happening on screen within a short interval). There are hardly any action sequences at all and what little there are, are bland and short.

3) Characters => The only decent characters are Lucy and the main character and the latter is barely above meh while the rest of the characters are at best meh.

4) Story => There isn't much of a story to speak of outside Lucy's and the main character's relationship beyond Lucy's "kind" which is barely explored in the anime and is not interesting even in the manga. In my opinion the story for either the anime or manga tries way too hard to make you feel sympathetic for Lucy. We get it, she got dealt a bad hand in life and people either don't like her and picked on her because "she looked different" or because they want her so they could somehow produce a new master race or something along those lines (spoiler alert). Beyond that, there's little in it that's going to move you if you haven't encountered a similar story. I mean much of the whole show is just one giant sob story that pretty much.

Cuts out a lot of shit that's in the manga, that's for sure (most of it is fetish-related--they kept in some of it like Nyu peeing on the floor, though), although some of it did hurt the story because one character (who's so psychologically-damaged she wears diapers) actually was kind of important but the director cut her out because he didn't like her. Also the manga tended to focus on diaper shots with her and... yeah. I think there was an interesting plot, but it got buried under a lot of shit and it lost some of its focus for the sake of being edgy, and it probably would've been better off as a hentai tbh. I get the feeling the mangaka wanted to make a hentai but chickened out. There being lolis involved might've been why it stops short.

I do feel like the show definitely needed more than 13 episodes, but it was already hurting Arms because it had to air on a satellite channel, and I don't believe it made enough money in Japanese home video sales to warrant a second season. It's more popular in the West, though, but the Japs typically don't pay attention to that.

Who the fuck goes into Elfen Lied thinking it'd be high art. Certainly not anyone in the past 15 years.

It's an uncomfortable watch that hasn't aged well, but as a result there are some unintentionally funny aspects to it (especially if you go with the dub).
