I would say that most lower level politicians aren't cows but as you move up the food chain the percentage of milkables goes up. By the time you reach the top levels everyone is a prostitute just looking for the next big dick to dump a load of cash into their poxy coffers.

Like anything, the subject doesn't matter, it's how far someone goes with it. Whether it's a children's show or even kiwi farms itself, if someone takes it too far/too seriously, they become a lolcow.
