if you go look at current proposed legislation in congress, there is a proposed constitutional amendment to limit congress limits.
I'm not sure it's a good idea, because there are no term limits on lobbyists, NGOs, and similar. You don't want the most experienced hands in government all being shills. It's bad enough that they already write our legislation for us.
Legally, no.
Career bureaucrats and lobbyists are more dangerous than legislators, as they are the driving force behind 'sensible, common sense, bipartisan, 10,000-page omnibus' bills and regulatory loopholes.

You want to cut down on bureaucratic bloat in your government, not expand it.
Yeah it's probably not a good idea to limit legislative terms. It would also be damn near impossible due to needing an amendment to do so, and you just know that it would have to be done via the state convention route, as I don't see Congress making any moves to limit themselves any time soon...or ever for that matter.
As for the bureaucrats, sometimes I think the old spoils system, where the entire executive branch, minus the military, gets wiped out every 4 to 8 years might have been the best way to do things in DC. Not that I see that coming back anytime soon either.
