He can't view them as people because I'm pretty sure he's a borderline sociopath. He's not the cunning manipulator portrayed in the media(that's mostly a myth), he's pretty transparent once you know what to look for. I know he says he has a 124 IQ but we pretty much regard that as a lie. I'd peg it around 85. He's not quite an actual tard (that's below 70), but he's not bright at all. Numerous studies have shown that pedos tend to have below average intelligence. So do sociopaths. The smart child rapists are the ones that can operate for years without getting caught because they know how to cover their tracks and pick victims that aren't likely to tell. Low IQ would explain Jimbo, as the reason we know he raped a nine year old was that he told us. Someone who'd done that who had a normal IQ would know never to tell anyone.
