Vintage live action SNK Art of Fighting commercials. These were made years before the 90ies live action Street Fighter II movie.
This counts because it's part of an on-going marketing campaign for the Chibi Godzilla brand. The man is Yoshio Kojima, an actual comedian in which part of his shtick is he wears his speedo in everything he does from performances to interviews.
