You want the whole story retold, okay. The Clinton administration walked into the West Wing while the Bosnian conflict was already underway. There was a declared no-fly zone that wasn't being enforced, and a token UN peacekeeping force there that was doing nothing to stop the violence. The Clinton admin wanted a greater level of intervention, but had to negotiate international negotiations to get there while fending off midterm election politics. They'd already gotten a bloody nose over Rwanda, and didn't want a repeat performance.
The problem being, the UN is corrupt and incompetent. So incompetent, in fact, several hundred UN peacekeepers on the ground managed to get themselves captured, held hostage, and used as human shields to prevent NATO air strikes. The UN was perfectly happy with this development, and let the Serbs march right into Srebrenica and slaughter, rape, and torture every last bosniak refugee they could get their hands on (was like 8,000 men and boys, and between 25-30,000 women, girls, and elderly). Only then did the UN decide they had a problem on their hands, and "let" NATO finally bomb the serbs into submission.
Ergo, most Clinton staffers at the time have a sense of shame and frustration at their failure to act more decisively, quicker, to prevent the genocide, especially since what tied their hands was a whole lot of red tape and UN stupidity rather than any real strategic concern. Of which Podesta was one. And it's likely not just a sense of guilt, perhaps more like some ill-conceived attempt to understand what happened, why it happened, and how a country after decades of Soviet-enforced peace could just self-immolate in orgiastic free-for-all ethnic violence.
They bought the paintings from the Bosniaks because they wanted to help them out by giving them tons of cash and also have a grave reminder for themselves of their failure? I guess I can buy that sort of, but correct if I'm wrong weren't these photos found in Epsteins sex island or whatever?
