I appreciate the detective work, the issue is that Lynn is such an unreliable narrator, that who knows what to believe from her. This might be the right trail, but it's just as likely she inflated this person's importance to the cons or their current job (or that they even exist).

She has definitely overstated the con chair's ability to ban someone at Anime Central. This was an elected position, and the candidates were staff members who wanted the job. You could be secretary one year and con chair the next. Their authority was imaginary. They couldn't even prevent Vic from attending when they were supposedly running the show. Whatever power they pretended to have was gone the moment they left.
