I think it's just a joke spawned from the fact his advices are very benign like: clean your room,eat something in the morning or take responsabilities.
It's all some very basic and obvious stuff but it's conflated so it can trully help you turn your life arround.

An article on Peterson participating in a murder trial as an expert witness for defense and revealing himself as a complete idiot. He didn't even watch the video of the murderer's confession beforehand and got basic facts of the case wrong. JP really doesn't like to do his homework it seems.
There really is no detected malfeasance in the article.
Lawyers bring an expert witness to talk about their expertise.
The fact that Peterson never saw the video is sensible. And the reason why it's sensible is right in the article: he has no expertise on judging interrogations.
But the false memory thing is an established psychological phenomenon and you can read a number of studies and books on the subject.
What most likely happened is that a lawyer brought him in to confirm the existance of false memory phenomenon as a result of interrogations. Now whether that was applicable is between prosecution, defense and judge. It literally wasn't his job so this is an attempt to score some easy points by misleading readers about the exact nature what was going on.

Now with that said, I believe that it's likely that the false memory thing is a very much exaggerated phenomenon. It was first used in relation to satanic cults, and it was some epstein /finders/ dutroux type thing. An event where the defense seemed to have endless resources and strategies both in and outside the court to manipulate events.
It looks to me like the manipulated memory thing is something that was created academicly to create a hail mary defense where multiple kids give corroborating testimony's about how they're raped. The testimony's matched, because the questioning led the children, who then believed it in hindsight, or so goes the theory).
And considering Peterson's defense of the cornwall pedophilia thing as a hoax, I wouldn't be surprised if he is somehow involved with such a cult. It would be the kind of thing he's be interested in or get involved in. Though at present the evidence is far too thin to be too sure of that.

There is a random Canadian Accent thread on Quora that mentions Peterson showing a video of him speaking. This person posted another video of Peter Jennings in his final days before his lung cancer death showing a similarity in speaking patterns. I'm beginning to think this ''kermit'' voice is the result of lung issues. Obviously not lung cancer in Petersons case as he would have croaked a long time ago but maybe another pathology.
