The official statement from the mayor is that he never saw the body; he informed the police after he smelled it and they found the body.

he got to step 3, and then he realized that going from "hiding in woods" to "successfully assassinate public figures" is all but impossible, further complicated by him giving away his plan in advance so now there's cops looking for him all over the place
at that point he probably figured out that he had fucked it all up and there was no way to pull it off anymore, so he threw in the towel and roped himself

As was stated earlier, he should have doubled back into the cities. I am sure the sewers had some rarely accessed maintenance platform. He should have planned ahead.
