Having been to Indy for Gencon for over 10 years I can confirm, by the number of black, male bums sleeping on the street, that they are pretty fucking low on the priority list.
Also, top tip - don't offer them your untouched leftovers from any of the restaurants. They will rebuff you and say "nah, cash only, please".
