Just some Questions - Testing the waters.

If I decide to post something on this fine place.

1. Do I need to know the full name of the subject?
2. How notable do they have to be.
3. Are there any lines I should probably not cross?
4. What are some ground rules.

I found somebody on a forum who seems to be either a VERY VERY VERY persistent troll, compulsive liar or lacking in the head department and I don't know if this is where it belongs. Looking through their post history reveals that they consistently type in their weird hacker wannabe like format with broken English random punctuation/special characters and "intentional typos".

If it belongs here, I will do a proper post thing.
