You know, that's actually a pretty good comparison. In the movie it took until Phil learned from his mistakes and became a better person who someone else could genuinely fall in love with before he could move on from Groundhog Day. In that way you could argue that it's symbolic of the kind of people who keep making the same mistakes because they don't learn from them. 11/9 pretty much is Groundhog Day for these people, but without cute actresses with southern accents.

They do all get trained at FLETC and can probably be pretty damned selective with who they hire, you're not going to be getting overweight, burned out old patrol officers put out to pasture to wait until retirement there. And they're pretty squared away if their performance during the last attempted shooting of congressmen was any indication.
