Anyone who has literally been terrified of any entertainment intended for small children, including suffering from nightmares, should automatically be precluded from being called "high-functioning". Not only that, but back then the attitude towards bullying was completely different. Nowadays you have public services announcement commercials, "a very special episode of" episodes of TV shows, posters in school hallways, school assemblies, charities and organizations...all to bring awareness to the evils of bullying. Back when I was a kid growing up in the 80s and 90s the kid doing the bullying might a call to his parents or suspended for a day, but more often than not the victim also got told to "stop being such a pussy". Bullying now is seen as a great evil and bullies treated like little serial killers. Back then it was just "kids being kids" and seen as a part of growing up that builds character. Bat Tard here would have struggled growing up in the 80s, based on his little tard fit about people being mean to him, because bullying back then often included physical violence.
