I don't actually think it's him. He had arms in the photo with Kevin/Lucia, so unless a tragedy happened between the two photos, I find it unlikely.

It's more likely his arms are behind the chair in order to diminish the size of the shoulders. You can see a peek of the upper arms through the hair over the left shoulder (another feminizing tactic for troon pics). Could still not have forearms, I suppose, but it seems unlikely. Probably easier to type with elbow stumps than nothing at all, though!

You may be right, I notice the "peek" of arm. But it may also be a flap of skin residual from the amputation.
