Yes, human male can lactate, also there are some diseases that can cause lactation of a male for example a problem (injury, hormonal or celular) in the pituitary can cause overproduction of prolactin (hormone that causes lactation) in a human. Women don't actually lactate unless they have just given birth. They don't lactate just because they have estrogen. A woman in menopause given hormonal replacement therapy can't suddenly start breastfeeding her grandkids. That's not how it works. IIRC, the drug domperidone has been used to induce lactation in a troon. It increases prolactin levels. It isn't approved for use in the US, though.

Also, there have been no studies, AFAIK, of what kind of breast milk is produced and if it is fit for consumption by babies. And yet, it has already been done because a troon's delicate man feefees couldn't be hurt by suggesting that it might not be in the best interest of the baby to do it.
