I think that they're pumping more water than they've got the right to from their little well, and the water company found out. Penny ranted something about nazi busy-bodies a few months ago, then a while later their new GoFundMe popped up with the line "We have found the two peices of property. One is a rental and it is allowing us to stay within code as we grow"
I think they've been given a deadline to get things sorted out, and renting another place may given them rights to enough water and let them muddle through for a few more laugh filled months.
