DiZ (the guy with the red turban) gave them to Riku and Mickey late in Chain of Memories because after the shit they stirred up in that game he knew the remaining Org members would hunt them down. Supposedly they make tracking you down a lot more difficult. They also provide immunity from corruption by darkness, which is why Riku can teleport away freely in KH2 until the plot requires him to lose that ability. Which makes you wonder why he didn't just give one to Sora so he could just warp into the Org headquarters and kill them instead of going through twenty hours of mostly filler Disney worlds.Was it ever explained why Mickey and Rikku took to wearing hooded cloaks that made them look like members of Organisation 13?
Nomura thought it was a good idea ? This wasn't the only time he did this. The most useless installment in the entire franchise, Coded, started just like Chain of Memories: a port of the first game, this time to mobile. Again Nomura added story elements that turned it into a sequel, and it's been stated that Nomura was drunk off his ass when he suggested the changes. At least CoM had lasting repercussions throughout the rest of the franchise. Coded is 99% filler, with only the final cutscenes being relevant to the plot. The game is mentioned three times in KH3 in passing and... that's all.Or why the Organization's introduction was hastily thrown into what was pretty much a half-assed cash-grab of a game?
