Uh, yeah, the Germans were already doing that in Southwest Africa, and in places where there would've been less settlement they would've likely continued to develop the plantation style economies in the central colonies. Even in the short span they were already there, the Germans were leaps and bounds ahead of the British and French in terms of developing an economic and social infrastructure. In Tanganyika, for example, the British retained the German's native schools, as they were way better than the systems in place in their own colonies.
I'm not disputing that they were good at what they did, but Africans still tore down what they put there eventually. You're just fighting entropy trying to do anything with that continent.

They were trying to do an imperial/colonial expansion speedrun in a matter of a few decades and while they made impressive progress, they wouldn't have been able to maintain momentum regardless of how WW1 ended. For example, German/Austrian interest in the Ottoman Empire? They wanted to make it a Germanic colony. One of their conditions for aid to the empire was letting German colonists settle in decent numbers around the Bosphorus (the so-called "Bosphorus Germans"). They basically started running their military, their industry, their government and so on and so forth. Even some of the less "glamorous" aspects of Ottoman politics such as their attempts to curb minority separatism were the brainchild of German establishment. The idea was that unlike the African colonies, the Ottoman Empire was already a region with its own institutions and could be built up far more easily once German influence had really taken hold. And once the transfer of power was complete, Germany would have a major foothold in the Middle-East and North Africa, which would allow them to also swallow up the Balkans as well.

No. Even before WW1, they were unable to prevent the British from cucking them out of their holdings there and it's unlikely they could've held on. Like I said, Germany came to colonial game too late, they didn't have the experience behind them that the others did.
