They are and was always around, I have no idea what percentage of the population it is. It's suggested to be 4% but I think it's probably higher. It's just that the internet and its communities have allowed warnings about these people to spread faster, when in the past it was more likely to be ignored or suppressed.
The people you see getting caught though are just the stupid ones who try to chat up or obtain pics of young girls on the internet. I don't even want to imagine what the smarter and more financially and politically powerful are getting up to.
