I'd say it in fact encourages social degeneracy by devaluing the lives of those less fortunate who are the way they are truly by no fault of their own. Downies are either good-hearted and friendly, encouraging positivity and wholesomeness in those around them, or dickweed raging tards, encouraging patience. If theyre degenerate, its likely the fault of their caretakers or peer group, and its not like theyre going to breed or anyone is going to want to emulate them.

He's not really wrong. There's a reason so many school shooters are hapa, and why places like /r/hapa are a cesspit of racial hatred against whites. An unusual number of mixed-race people don't handle it well even if they were born and raised integrated into one parent's community.

In my experience it seems to be something the proliferates almost exclusively amongst a sub set of middle class males. It doesnt seem to be restricted too much by nationality or ethnicity, though having said that there does appear to be places where its much more common than others (USA and Japan).
