Idk how programming works so I'm not sure if this is even possible >> but it would be super neat if we could post to a thread with the option of not bumping it so we don't necro super old threads or bump them with meaningless/off topic content '-'

Nah.

I think bumping threads is useful, if a thread is necroed without any content you can always report it. We deal with those very often.
