Manny probably finds it disrespectful and gross because Garterbelt is a black priest. If Panty and Stocking had made him white and kept the joke in Manny wouldn't have an issue and find it great probably. The fact that Manny doesn't want to elaborate on the issues he has with the character and joke make it really hard to tell what's oh so 'problematic'. I rather keep Manny to children's show over anything meant for an even slightly mature audience. Imagine Manny in let's say the Dangan Rompa fandom or Jo Jo's Bizarre Adventure. If you outline Manny’s usual big lips it looks remarkably similar to the way Garterbelt’s lips are drawn. I think the only real difference is there’s a line between the bottom and top lips. With the way Manny twists this cookie character‘s mouth and eyebrows if you outline the mouth his expression goes from a sort of stern, slightly cocked eyebrow look to one of slight discontent.
If Garterbelt was white and they did do the pedo jokes Manny would probably say it’s dishonest about how slimy priests really are or something along those lines, probably with some references to the history of sexual abuse the church has and it’s mocking the victims of said abuse. But since the priest is black it’s racist because a black person can’t be implied to be bad in some way, apparently.
Also, I highly doubt it hasn’t been mentioned before but Manny seems to shade/add slight stubble like either an airbrush or charcoal brush? For some reason? It might just be a personal preference but I find that looks a lot less appealing than other shading techniques. Not to mention usually stubble can be drawn with just a few vertical lines from the cheek bones to the jaw and under the bottom lip, so you really don’t need an entirely different brush for that.

Once again I think it's my eyes, and I don't do digital art, but the "stubble shade" it looks pretty like messy? Outside of it looks disjointed and unfinished (look closely at the blush since it doesn't even reach the jaw line or even under the nose when real 5 o'clock shadow reaches there) it reminds me when your drawing traditional and the pencil led gathers on the side of your hand and it makes your art kinda smudgy, so you erase and there's a GIANT white splotch from where you erased, VS where the led has been smooshed all over your drawing.
I also find it funny Manny goes "UH WOW PEOPLE CHANGE WE CHANGE OUR OPINIONS I DON'T LIKE HASBIN MHM" yet if you don't like it, you still go through the EFFORT of tagging it "shitbin motel" and going "EW YOU HAVE A SHITBIN ICON I AIN'T LISTENIN TO YOU". Honestly, I doubt Manny would look up voice actors for anything. That requires actual effort and it's easier to just say calling a black man a pedo is so problematic. The thing with Manny and a lot of people who'll blackwash characters is that that they have a strange need for everything to read as the race, gender and sexuality of a character. Subtle character design choices will not be enough for them, even for characters like Luz who I think spoke some Spanish phrases and was clearly brown enough to appear Hispanic, these type of people need it to be extremely obvious to make them satisfied. Even if it accidently comes across as being mildly racist to anyone, they need this Hispanic character to have big full lips and curly hair so she can truly read as Hispanic. It speaks a lot about the possible fact they might have never actually spoken to or seen an actual person of color in their life to realize the traits they're putting on to make a character seem like the ethnicity that they are or to blackwash them are traits from minstrel shows or racist stereotyping.
Manny and people like him basically need stereotypical traits slapped on a character design for them to believe that the character fully looks like their race.
