If you go skim his gay ass diary, the separate previous document to his manifesto, (posted here within the first 40 pages) it's c), he idolizes Tarrant. It's an extremely strong fixation, in his diary he includes quotes from Tarrant's manifesto that give him the motivation to continue and that help him "...know [he's] doing the right thing."

They (and to be fair I as well) are focused on how the manifesto reads like an extremely sloppy fed post. It's unknown why but it happens sometimes. Like how during Columbine they had more than enough ammo to kill everyone in the library, but they chose not to. Who knows why, adrenaline? Maybe.
