I think the cartels on the basis they're not ideological and more compatible with potential allies.
ISIS might have the better firepower, but they're also incredibly pathetic when it comes to actually using them, unlike drug cartels.

After watching body cam recording of ISIS fighters being brutally destroyed and blowing themselves up with weapons they are too incompetent to use I'm pretty sure Los Zetas would just flay them alive even with inferior firepower.
ISIS soldiers are more braindead than the hartley hooligans, so i guess the cartels would win with some casualties given the weapons ISIS has at its disposal.

I'm reminded of that episode of Deadliest Warrior that pitted the cartels against Somalian pirates. I think the pirates won. Was pretty funny.
But anyways, ISIS by far, it's not even close. ISIS at its peak was essentially a country with armed forces and far better funded too. Add in the lack of self-preservation via suicide bombs and human wave attacks and there's no comparison.
I sincerely doubt the average cartel gunman is much better trained in any way that would make a difference either.

Cartels always had far more money than ISIS while ISIS have more potential recruits .

The cartels know how to shoot straight, are made of up guys who are more afraid of their superiors than any enemy they might run into, have military-grade equipment (and I'm talking first world military equipment, not just technicals, RPGs and AKMs). Also, unlike ISIS, they don't have the entire Free Worldtm bombing their asses.
My sister who was in the air force said that a LOT of the people who were in basic training with her were active gang members and the only reason they were there was so that they could get the superior military training, serve the minimal amount of time necessary and then get out.
It makes sense.
The Cartel doesn't stand a chance
It's especially a thing for gangs like MS-13 and the like. You'll see whole classes of Marine or Army guys that are just Hispanics going through armed forces training. Some of them with clean records will apparently go through the police too, to learn ROE, procedure and the like to better help hide their ops, or to work from inside the organization.
It's like if the guy who designed the 2005 "Batman Begins" bat-mobile had less talent and taste.
