Uttering threats is probably something along the lines of "Get out of here or I'll make you leave." While it's probably used for instances where people threaten harm or violence towards responding officers, I can also see it being used as a catchall thing when police want to bring in someone and need just the trifling of reason to do so even if just temporarily.

TL;DR - It can be a legitimate charge, but it can easily be used to dogpile on someone the police want or need to bring in.

That's a good question and I imagine a competent attorney might very well raise this issue in filing a response to the suit.

None of this is too surprising, though. The Yaniv family seems to have a history of being antagonistic towards law enforcement. With Miriam having hearing issues if I recall and JYS being transgendered, both seem to believe those traits give them armor against the police or get out of jail free cards if they're charged with crimes/wrongdoing.

Regardless, we have another Yaniv legal saga to follow. The only real question will be how it is adjudicated and ultimately resolved.

I didn't really look closely at what PrettyPrincess filed this time however I can say this: Yanny cannot sue on his own behalf on account of wrongs allegedly committed against the old hos absent special circumstances of which there is no evidence here that I am aware of. Quite correct that he would lack standing, Nor, of course, can HE purport to sue on their behalf as he is not an attorney.
