I'm assuming she purposefully sought out unlicensed contractors...not only because they'd probably charge her less, but am I correct in my assumption that if a licensed contractor sees dangerously/unsafe/batshit crazyballs living conditions, they're duty bound to report it to the appropriate agency?
Correct. Licensed contractors are obliged to apply for permits, and bring out inspectors before, during, and after their work. Misty's home is obviously not up to code to begin with and would warrant an immediate red tag upon pulling permits - a signal that the premises are uninhabitable. And anything the licensed contractor uncovered during demo must be fully repaired before it was covered, or again: red tag. The exposed ancient electrical wiring outside the kitchen would render the house red tagged all by itself on first glance.
But enough about that. Misty has reared her head again!

Yes, but Misty has Heather's school essays from third grade, so when you really think about it she's the winner here.
Why is she specifying ADULT veterans? Is she suggesting that giant babies can join the US milita.... ah, wait.
Because Misty is a permanent emotional child. She's nearly 46 years old, and Misty still believes that calling her younger sister a baby will get a rise out of her. This probably worked quite well when Misty was a teenager and taunting her seven years younger sibling, but Misty's arrested development causes her to believe that this is still the case.
Also, for all of her myriad delusions, Misty just isn't that bright or creative. She's literally been leaving this exact same comment on each of her videos for the last 4-5 days, because she thinks this is the pinnacle of insults:

She technically isn’t diagnosed, as she (AFAIK) has not sought treatment or allowed for diagnosis. Doesn’t mean she’s not…
She has been diagnosed with "significant paranoid thinking" according to family court documents she published online (and she's been caught red handed bad-touching her son by court monitors more than once).
She's probably got a Dx of borderline and / or histrionic personality disorder, but we can't confirm it.
Bringing forward this previous post where Misty states that someone called Georgia (caseworker?) and someone else called Coppersmith (Another caseworker or a therapist/psychiatrist?) - called her histrionic in court, for those that haven't seen it.

Coppersmith is probably Kupersmith, the name of a psychologist in Marion who was probably assigned to evaluate her. According to the caseworker, he indicated that she had histrionic personality disorder, if he didn't say it directly, alluded to it in a way that the caseworker mentioned it in court and as we know, it would be a fitting diagnosis. Misty says he did not say this in his notes but she's an unreliable narrator (see the dead Misty saga).
