Steam is currently one of the few gaming channels besides microsoft,who offers brazilian gamers decent support and unlike microsoft,games at a fair price to our reality.
So who is this guy who wants to kill steam?

The fat bastard in the image is moacyr alves,a man who came out of nowhere and founded Acigames(Comercial and industrial games association) and began lobbying our goverment to reduce game taxes on brazil,which can reach 72% of the price point.
He began with support of several game companies and stores like wallmart and americanas(a wallmart competitor) to began the ''jogo justo'' program,to reduce prices of 200R$ to just 99R$,the project only trully worked on january,2011,and the results were a massive profit for the stores(since all the games sold without taxes were old and on the trash bin anyway.) and raising moacyr political prestige,he later began working in our ministry of culture as the head of the audio visual secretary's digital and electronic games council.
One of his more polemic statements,back in 2012,was his wish to enforce a tax on digital games and content,steam,origin,GOG,etc.

He claimed he contacted valve to open a office here,but in his words they said to him that ''brazilians already buy from them anyway'',and on the interview he wanted to regularize steam:
''She (valve) is head on against the local shops,which is the market that is starting now''.

Thankfully a massive shitstorm hit him and he quietly backed away and tried to damage control,but his reputation as a shitty lobbyst piggybacking on the gamer community for his own profit and to destroy competition against the chain stores was already known.
