I can't remember the artist's name so I can't find a pic for comparison, her proportions are like that one fanart (that everyone made fun of) of Captain America if he was a tranny (and Tony Stark was Mexican or something). They are literally the same.

Rob Liefeld is the artist you're thinking about. To be fair to Liefeld, he and along with others(like McFarlane) defined the 90's style and even though his drawings were... odd at times... he met deadlines, he was reliable.
No it's not. Rob did comic books, this girl came from Tumblr and used to draw decent fanart of Cap and then she went to art school and it ruined her style. I also put in specific details that pertain to the fanart that Rob never did because he isn't woke.

Rob also sucks at podcasting. His episodes become indistinguishable from each other as early dementia kicks in or he starts tooting his own horn. He also runs shitty Twitter comic nostalgia pages which more often than not are pimping his early Deadpool and Cable work.

She has a bad case of filler migration resulting in that shadow caused by the 'shelf' above her upper vermilion border.
"Filler moustache" like this can be caused by a few different things. It could be cheaper, water-attracting filler was used or it could be that the filler is too thick for the lip area. I lean more toward just way too much filler over too short a period. Her lips went from being like the pic on the left to the pic on the right in a pretty short space of time:
Put Moomoo on a 1200 calorie diet and the pounds would melt off in weeks, if not days.
