In the decade since the game's release, i've read interviews from Sawyer that have made me think otherwise. I think he was surprised a lot of people were convinced by Caesar's speeches but explained that Caesar was essentially a arrogant hypocrite with a slave army. There's no republic, no senate, just crazy slaves in Colorado University football gear.

Mr. 47's "father." He tries to polish his version of events. But to take over a mental hospital and turn it into a murder academy shows he still doesn't have all his marbles.

Many will claim the slaughterhouse is the most violent level in Hitman, but there are lots of creepy details in this mission. Inmates being killed, injected, experimented on; lots of anguish from people who can't get out or call for help.

Diablo from Diablo is a pretty bad dude.

Real answer: Frank Horrigan from Fallout 2. Not only is he a half-human half-mutant hybrid, he is also fucking huge. He's the main driving force behind the F.E.V. virus, which is used to genocide all of the wasteland and turn them in to super-soldier or compost, depending on the victims genetics.

Luckily the dude is a complete pussy and can be killed in two blasts of that 50.cal automatic sniper-rifle-machine gun.

In my previous post, I discussed Junko and her quest for revenge-genocide, but I neglected to mention one of her compatriots who helped drive her enemies into fleeing their homes.

A fairy gifted to Junko by the goddess of Hell to help her exterminate the Lunarians in attempt to get revenge on her rival Chang'e. That alone sounds pretty evil, but perhaps the most evil thing about her is her clothes.

...No, I'm not making an "America is evil" jab. Rather, her costume serves a genuine in-story purpose, which is equal parts sinister and darkly hilarious.

See, the game Clownpiece and Junko are from revolves around an alien culture living on the Moon known as "Lunarians." You know the 1969 Moon Landing? Well according to this series, Neil Armstrong planting the flag on the Moon sparked a full-scale war between the Earth and the Moon, and as a result of this conflict, the American flag is considered to be an extremely offensive symbol in Lunarian culture.

In short, Clownpiece made the conscious decision to wear her enemy's most-hated symbol as she attempted to exterminate them. That's so incredibly evil, that coming up with real-life comparisons would probably land me on a watch-list somewhere and the feds sent to my home for "questioning." Yet despite how evil she is, I can't help but love her. The design is great, and to tell the truth, the Lunarians nothing more than a bunch of elitist space-racists anyway, so in the end I find myself rooting for her and Junko.

...Now if only her boss fight wasn't 95% unfair garbage...

Since Suikoden was mentioned I think Marscal Godwin from Suikoden V certainly belongs to the evil ones. Throw the entire Queendom into civil war because he wants to most powerful rune for himself lets his subordinates burn cities to the ground poisons the water so he can mine gold etc.
I always thought the Godwins were painted so blatantly evil from the start that I didn't feel anything at all for them because they were so over the top. From the moment you head to the tournament you hear how they keep slave gladiators, don't heal them if they get beaten up because hey, they're slaves, how dwarves and other non-humans are banned from Stormfist (that name and the even more idiotic "Hatred Fortress" grind my gears to this day) because they're non-human, and so on. Then we get the "hey let's attempt to genocide the beavers because they're non-human" shit, how only the twats in the Queen's Guard defect to the Godwin regime, the whole Childerich thing feeling so "hey people loved to hate Luca Blight, let's have another guy like him" and so on. Hell, I think the Scarlet Moon idiots in IV were more effective villains because they at least weren't so obviously evil.

On the matter of Luca Blight, I agree that he's an effective villain because of his... well, his entire psycho being, but I think people forget he's so round the bend for a very good reason, unlike, say Childerich in V who's just a nutjob who likes to kill people. Hell, he even re-enacts Luca's "squeal like a pig" scene in V! Luca is so memorable because he's a psychotic turbo-evil villain with actual reasons to be so nuts, plus he takes an incredible beating when you fight him and goes down in a truly epic fashion.

(For the record, my vote for the best villain in the series goes to the villain of Suikoden I)

And you know the dragon he’s riding? That’s his brother in law. Ashnard fucked the princess of Goldoa in order to have a dragon son. Not knowing this would make her lose the dragon powers and his son is an outcast. That brother in law is also feral as all hell bc he’s been injected with concentrated rabies and dies in the encounter in PoR, and his fiancée, Ena can be deployed and kill him all while being pregnant with their child.
Didn't Nergal bang a dragon too? What is it with Fire Emblem and dragon fucking? If an FE villain ever fucked a dragon they were related to it would punch a hole in time. Speaking of FE dragons: Loptous from FE4 and his servant Malfroy.

He fought a war with the rest of his dragon tribe; when that didn't work out, he made a pact with an ambitious human. The human (called Galle) was given a tome which allowed Loptous to possess him and give him the powers of a dragon.

While under the influence of Loptous, Galle and his descendants - who also carried Loptous' blood - became emperors and wrought havoc on the continent of Jugdral. At one point children were hunted down, abducted and "sacrificed in droves" in Loptous' name. A year later Galle carries out another massacre which kills over 10,000 people. Unsurprisingly, the emperor's brother leads a rebellion against him. The brother is unsuccessful and is exiled. Galle crushes the remaining revolutionaries and forced them into a single stronghold where they prepared to make their last stand.

The rest of Loptous' tribe, having watched all this, decided to intervene. They descended into the stronghold and made blood pacts - similar to the one Loptous made with Galle - with 12 of the fighters, giving them weapons and special powers. The 12 fighters were reborn as the 12 Crusaders and were finally able to turn the tables on Galle and Loptous.

Fast-forward 300 years and the start of the game. Thanks to the exile of Galle's brother, Loptous' blood survived Galle's death. A "Loptous sect" has formed with the intent on reviving Loptous. The head of the sect (Manfroy) discovers two people carrying Loptous' blood - two estranged half-siblings. The brother, Alvis, is a ruling lord in Judral's most powerful nation, the sister, Diedre, is a mysterious woman the spent her childhood in the forest.

Diedre falls in love with and marries the main character in the early stages of the games. Manfroy kidnaps her, brainwashes her so she forgets her husband and "engineers" a meeting between her and her half-brother. Manfroy hopes that by tricking these siblings into breeding, their Loptous blood will be "enriched" and their children will be able to use Loptous' tome, allowing him to return.

It works, and the siblings' first-born child, Julius, has the necessary blood to use the tome. Under Loptous' influence, Julius reinstates Galle's old regime, including the child hunts/sacrifice. The descendants of the original 12 crusaders have split and fragmented with some of them on Julius' side. Only by rescuing Julius' younger sister, who has the blood of the leader of the 12 dragons, could the main characters gain the power to defeat Julius, possibly killing of Loptous for good.
I did not expect this post to become an entire essay when I started it. I guess I just like FE4 that much.
