I haven't heard anything about Babscon being explicitly foal-oriented, but yes, a Brony convention in the Bay Area will be one of the most degenerate places on earth.
I kind of don't want to say anything here, because it could easily start getting TMI / Horrifying - but I've been to Bronycon, which had a reputation as being one of the more family friendly pony conventions, and it's basically what you assume it is.

Well, it's probably not TMI so much as it is Horrifying, and it's probably nothing that people in this thread haven't seen/heard about already, but maybe people would find this relevant -
Used to sell stuff at geek conventions, back when those were a thing. Normally went to comic book, anime, and video game conventions, but we also went to Bronycon a couple of times. This is autistic as fuck, but attending Bronycon was mostly my idea: I was really, really interested in meeting Chris-Chan, and I knew Bronycon would be the place to do it. I have no regrets. It was a good call.
Like I said above, Bronycon is (or I guess "was") a pretty well-managed and (on paper) family-friendly con. You always hear these stereotypes about how Bronies are overwhelmingly men and trannies in their 20s and 30, but if like me you've got lots of prior experience with nerds and nerd conventions before, you just kind of assume - haha, right, but this IS a show aimed at little kids and families, so while there's gonna be a few weirdos no doubt, it won't be degenerate like a furry convention or anything, right?
I was wrong. I was very very wrong.
Now, just for comparison, consider a standard anime convention. Anime conventions tend to be a pretty diverse place. You see people of all ages, all genders, even all interests, surprisingly enough (I remember one con there was more buzz about TWD Negan than there was about anime stuff). You got college kids, you got middle aged women, you got teenagers of both the spazoid and non-spazoid varities, there's new families taking their toddlers, hell there's even got old hippie couples walking around. Men and women are split 50/50, and while there's definitely demographic tendencies around the merch halls and various panels (the K-pop sellers attract older women, the hentai doujin sellers are surrounded by stereotypical incels, etc), anime cons tend to be pretty mainstream overall.
Bronycon was a different beast entirely.
If I remember correctly, Bronycon ran for like four, five days? I was there the entire time, and the first couple of days, it was the biggest sausage fest I have ever seen. It wasn't like, oh, I'm noticing more guys than usual here, gosh that's embarassing. No, it was like, I could literally count the number of non-stereotypical Brony attendees on my fingers. It was almost exclusively 20-30 year old males of the "hangs around hentai booths" variety.
There were maybe two children in the entire complex those first couple days, but those kids were on the older side (teens or at least older tweens?), and I think they might have been there for vlogging or Influencer shit. Some kind of online child labour? If they had parents, I didn't see them.
Trannies were EVERYWHERE. I am not exaggerating, at least 30% of the attendees were trans, and by that I mean they were really obvious, low-passing trans - there were almost certainly more trans-identified individuals who were either making no attempt to pass at all, or who were passing just enough that I genuinely mistook them for biological women.
And speaking of biological women? Almost none. The merch staff, guests of honor, and panel presenters had a pretty diverse gender representation, but of the actual attendees, there were maybe a dozen women those first couple days. There were far more trannies than biological women, and - no offense to any of the female Bronies in attendance, I'm sure they were nice people, but - these gals weren't exactly "anime convention"-grade women either. It is a community ravaged by autism and obesity.
Now, Bronycon didn't stay that way the entire weekend. Usually by Friday evening, Saturday morning, more biological women trickled in, to the point where at peak hours, the biological females may have slightly outnumbered the trannies. Actual families also started showing up on the weekend proper, with actual children and parents who looked like they worked for a living, and there were several hours on early Saturday evening / Sunday morning when Bronycon started to look like a convention for a children's TV show.
The atmosphere in the merch halls stood out to me, too. Again, for comparison, consider a bog standard anime con: usually you've got two halls, a general merchandise hall where corporate sellers can set up shop, and an artist's alley where independent artists can do their thing. The corporate merch halls tend to be pretty "otaku dude"-oriented. Waifu statues, hentai retailers, wall scrolls with pinup girls, weird raver clothing, as well as trad Japanese stuff and lots and lots and lots of dakimakura fuckpillows. The artist's alleys are actually surprisingly sanitary - well, sort of sanitary. There's plenty of trannie and yaoi shipper art on display, especially around the (many many) Steven Universe/ SJW-chic artist booths, but there's nothing too edgy, violent, or badass, and there are no tentacles anywhere, at least not publicly displayed at any cons I've been to. Sometimes there's one or two elderly, professional, scifi/fantasy concept artists who've set up booths and have "Damsles in Distress" or "Goodgirl Art" sorts of work in their portfolio, but these artists get comparatively little traffic compared to the Rebecca Sugar clones.
Bronycon? The dynamic was turned on its head:
The merch booths tended to be pretty tame and family-friendly. There was a lot of M:tG and pnp geek stuff for sale, also the occasional VR Pony Waifu kickstarter, but no porn, and almost no tiddy statues. Plushy sellers seemed to do the most business.
The artist's alley was a seething mass of unashamed hedonism and troonery. If Anime cons are mostly Tumblr and Twitter art, then Bronycon was DeviantArt and e621. If Anime cons are a thread in Beauty Parlor, then Bronycon was a thread in Animal Control.
Vore artists? Furry pornographers? An MtF transwoman who sued Hasbro and took them to the Supreme Court for the rights to publish an 800-page spinoff novel based on Fallout Equestria? Yo. iirc, Bronycon had some rules against displaying NSFW, so it wasn't like you were walking straight into a wall of horsedick and crotchboobs, but there were tons of 'Sexy Goth Fluttershy in Black Lingerie" pillowcases on display, and most artists were more than happy to accommodate horsevagina if the client asked nicely. Again, at the risk of TMI, I actually kind of loved it; it was like a Kiwifarms thread come to life, and a real breath of fresh air after all the Victorian stuffiness of the cons I was used to.
Also, I should point out that Bronycon was held in Baltimore (or "Baltimare", as they called it). If you've ever seen the TV show The Wire, that's a pretty accurate depiction. Baltimore isn't a respectable place by any means - Trump was right, it truly is a shithole - but it's not shitty like San Francisco and Portland are. It's shitty in the way that Detroit and Johannesburg are shitty; a cruel, bitter, angry shittiness, the kind of shittiness that won't respect your pronouns or write lengthy Vox pieces carefully explaining the difference between pedophilia and ephebophilia, no, it's the kind of shittiness that'll just mug you, shoot you, and leave you bleeding out in a ditch. Even the "nice" part of Baltimore - the waterfront area where the con was held - isn't particularly welcoming to pink-haired troons wearing hentai rape hoodies.
And yet, despite the hostile environment, the con thrived. I can only imagine what a Brony convention, transported from the angry, bluecollar, Asian-beating hinterlands of the DC metro area, to the vibrant, cumsoaked AIDStopia of The Bay, will be like.
