Herb Mullin. The voices in his head told him that the only thing keeping a giant earthquake from destroying California was death. At first, when the voices told him this he wasn't much worried, because Vietnam was going on and that was way more than enough death to keep things stable. Unfortunately Vietnam was winding down, and the voices told him that he needed to kill people himself to keep the state safe. He was so selfless that he killed a bunch of random people even though he didn't want to. But he did it anyway, what a trooper. On the bright side, the voices told him that each of his victims was telepathically begging to be sacrificed. So, no feelings of guilt.
In court, his defense was that there hadn't been any big quakes lately so obviously it was working. The best part was that there was indeed a big quake within days of his arrest.
